ANECA is a state sector trust that was set up on 19 July 2002 by agreement of the Council of Ministers, in compliance with article 31 of the Spanish Universities Act. Its mission is to contribute to the improved quality of the higher education system by way of the evaluation, certification and accreditation of degree programmes, teaching staff and institutions.
The main purpose of ANECA is to monitor the performance of the public service of university education according to objective procedures and transparent processes, and to reinforce transparency and comparability as a means for the promotion and quality assurance of both public and private universities and their integration into the European Higher Education Area.
In order to achieve its ends, the Agency's activities are carried out in an independent, transparent and objective way that ensures and promotes the participation of the Spanish and international university community through the accreditation of programmes, the assessment of Internal Quality Assurance Systems and the assessment of the Spanish teaching profession.
ANECA´s Scope of activities
· To enhance the improvement of university teaching, research and management activities.
· To foster Higher Education Institutions performance monitoring following objective and transparent processes.
· To provide public administrations with appropriate information for decision-making within the scope of their authority.
· To provide society with information about the achievement of universities ´aims.
ANECA is particularly concerned about the International sphere and demonstrate it through the following memberships:
- INQAAHE: In 2010, the technical secretary of the International Network for Quality Assurance Agencies (INQAAHE), comprised of over 200 institutions from around the world, has certified that ANECA carries out its activities in accordance with the Guidelines of Good Practice that have been defined by this international organization since 2006. With this recognition, the Agency has become the first European agency to be certified by INQAAHE.
- ENQA & EQAR:
In 2007, ANECA successfully underwent an ENQA-coordinated external review in 2007 and is also member of the Board.
ANECA is member of the Register since 2008. It has been one of the first three agencies in Europe to have proven their credibility and reliability in a review against the European Standards and Guidelines for Quality Assurance.
- ECA: Since 2003 ANECA is a full member and is part of the Management Group. In 2007, ECA certifies that ANECA carries out the criteria established in the Code of Good Practice.
- RIACES: is made up of 28 institutions from 23 countries in Latin America, Caribbean and Spain. ANECA is a full member and is part of the Board of Directors.
HOW DO WE WORK AT INTERNATIONAL LEVEL?
- Participating in WORKING GROUPS : WG on Mutual Recognition and joint programmes, on Learning Outcomes, on AUDITS and WG on Information Strategies.
- Participating in INTERNATIONAL PROJECTS: Erasmus and Tempus projects in the EHEA, Tempus project in the Euro-Mediterranean Area, Cintas project in the Latin American Area.
- Assessing other Quality Assurance Agencies for ENQA reviews.
- Participating in Seminars, Conferences, Workshops.
